The Northern Ireland Film Commission was founded in 1997 (with a name change
to include Television in 2002). It receives backing from the Northern Ireland
Departments of Education and Economic Development. Its aims are to accelerate
the development of a dynamic and sustainable film and television industry
in Northern Ireland by integrating industrial, educational and cultural policies
and actions.
The NIFTC aims to provide support in eight areas: production, promotion,
business development, training, information, education, heritage (effectively,
digitalising archive material) and exhibition.
On the production side, the NIFTC seeks to promote Northern Ireland as a
film location and to encourage local production. Production funding, financed
by money from the National Lottery, focuses on feature films (aiming to complete
the budgets of films that are at least 65% financed) and television drama.
Encouraging inward investment and promoting Northern Ireland culturally are
both equally important.
There is also provision for business development (for firms with an annual
turnover of over £100,000), script development and a short-film initiative
called MINI (Made in Northern Ireland).
Companies or individuals must be based in Northern Ireland or be in partnership
with a company based in Northern Ireland.
In July 2004, the Secretary of State for Northern Ireland announced the creation
of a £12-million fund, spread over three years, to be administered by
the NIFTC.
Maximum aid levels:
£600,000, up to a maximum of 25% of the budget (features)
£80,000 (company development)
£3,000 (drawing up a business plan)
