Training Propvider Required - Project Specificatioin
Cornwall Film invites applications from businesses in Cornwall to provide specialist media training for participants in our new TARGET TALENT scheme. This scheme must be developed urgently, and thus the deadline for tenders is 5pm on FRIDAY 23 JUNE 2006.
TARGET TALENT projects will be drama or documentary of 30 minutes or longer, achievable on a low budget, and with commercial potential. Participating teams will have made at least one externally funded short or low/no-budget film that demonstrates exceptional film making ability. Projects are expected to go into production in Autumn/Winter 2006.
The aims of TARGET TALENT and of the training to be provided in support of the scheme are:
- To develop the capacity of film-making teams who have a fully developed project and are capable of producing a film within the designated budget.
- To support film-makers with an existing track record in production who can demonstrate that this scheme will significantly improve their ability to access markets and compete in the wider industry.
- To help develop the media industry in Cornwall, providing work for freelance crew, the digital media sector, and work experience opportunities for new entrants.
- To promote and encourage entrepreneurial micro budget film-making with commercial potential
- To support filmmakers with a clear vision of their audience and market.
- To support distinctive, diverse stories that will provide a new perspective on Cornwall and Cornish film-making.

Training provision should focus on up to 4 teams of producer, writer and director. It may also provide opportunities to up-skill HODs and cast. Training is expected to span at least a week and to include sessions from high level experienced trainers with practical knowledge of the industry on:
- Pitching
- Marketing and Distribution
- How to make the most of low Budget HDV film-making
- Acting for Camera
- Finding narrative jeopardy in documentary and drama
- Interactive/online possibilities for film-makers
- Budgeting and Scheduling
- Production Management
Training will take place in late September/early October 2006 in Cornwall. In order to facilitate networking and possible co-production opportunities, training should be open to other Cornish participants; and possibly to national/international participants with appropriate expertise. Training venues must be easily accessible to all living in Cornwall.
We will be seeking to award the contract to a company that can offer a keenly priced service. However, there are important quality and developmental issues to be considered which will be considered to be of equal importance to the cost. Businesses must demonstrate appropriate experience, contacts and skills, and illustrate how their own productivity will increase as a result of delivering this training activity, generating further positive impact for Cornwall.
Cornwall Film has a maximum budget of £15,000 for this activity. You may submit a project budget where Cornwall Film’s investment is augmented by private/other income if you can make a case that this is achievable within the timescale.
